The skirt overlay and fitted shorts add coverage around the hips and upper thighs. The way it falls will vary slightly with your height, shape and size.
Measure your natural waist and the fullest part of your hips. If they point to different sizes, choose the larger size for a more comfortable fit.
The tie changes the drape of the skirt, letting you wear it slightly higher or more relaxed. It does not change the waistband fit.
